Just bugs. And no you can't stop them, only control them. Wash the plants down and see what happens. If you can get a photo of the bug and we will help figure out what to do about it. If your plants are healthy, no need to worry.
Like Naomie said, if your plants are healthy don't worry. Spiders make their webs where they can catch food, which means they will most likely be eating the bugs off that plant. Spiders may be scary and you don't want them around you anywhere, but they really do help take care of a lot of bugs in order to survive. I have two spiders with bright yellowish green on the back of the body that I have never seen before on two of my hibiscus. I love watching them, but I will not kill them because I know that they will eat bugs that are on the plant.
I just want the squirrels to stop eating my beautiful purple petunias!
