In my bathroom, the old owners just painted the top tiles black and left the rest of the tiles green. That way she incorporated black into the walls to match the linen closet, medicine chest and vanity they painted black.
I would use a stripper and then steel wool if there is a relief design otherwise just a scraper, and a very small wire brush should get it out of the grout lines. Thats epoxy paint, so when you go to the store ask for a stripper for that.

You can paint them by priming them with Kilz Adhesion Primer and then paint to match the rest of your tile.
