What is the framing sequence in framing an interior window?

I'd like to install new frames in all my windows, inclusive of inside measurements, then outside measurements. I live in an older manufactured home with 20 windows and all of them need to be updated. (ie: inside sides first then top then bottom then outside measurements?)
