Yes, please remove first! You will regret it if you don't! It's not like regular paper to "just roll over"! Too easy to rip!
It should come off easy easy once you start UNLESS they glued it down like they did mine in my first house! 🙏🙏🙏🤷♀️
You "can" paint over anything, but, I would recommend you remove the paper first. At some point in time it will need to be done, especially in a bathroom, because of the humidity. I recently purchased a home where someone did just that painted over two layers of wallpaper that were now starting to peel. Removing it with paint over was very difficult. Much easier to remove without paint.
If the paper is adhered very tightly, no creases or gaps at seams, you can successfully paint it. Just in case, you might use a textured paint.
