Did you use a saw to cut it off so it is more level?
If you can't cut it down, could you attach something to it so it shows up to be avoided? Like a buoy, or a floating flag?
How about using a gas or electric pole saw that's used for trimming high branches ground level. You can rent one checking tool rental stores.

I would drive a stake in it and put some kind of colorful warning flag for swimmers to beware until you can get a tree trimmer to remove it if that is possible at all. Your's is an unusual problem!
Do you know anybody with a mini tractor? A neighbor looped chain around a tree stump at FIL's and pulled it out. Stump was about 3 ft tall, and 3-4 ft wide, irregularly. We were gardening around it, and one day it was GONE!
