Some lavender is very white. However it could be the soil it's planted in. Add some fertilizer for flowering plants. The timed fertilizer is the best because if it rains the fertilizer just slowly soaks into the soil because you don't want fertilizer too close to the plants roots. Good Luck.
There are varieties of white lavender, although they aren't as common. Maybe someone else can tell you more than I can.

Are you sure you have lavender. When it first blooms it looks like tiny white buds but it takes awhile to fully bloom and should be lavender.
