Yes, it is safe. I would use the indoor outdoor craft paint from the craft store. Or the paint designed for plastic furniture.
Sure on the outside. Just choose the correct paint. For flowers it is fine. For anything edible, I just use the plain terra cotta pots or glazed ceramic pots. There is nothing prettier than decorated pots! Have fun!
The paint may leach chemicals in pots of veggies and herbs if you paint the inside. If you know the pot will be for edibles keep the paint only on the outside.
