Soil missing something. I had to add Epsom Salts then mine did well but have to add in spring I bet.
They are an acid loving plant. Use Miracle grow in a sprayer attached to your hose or single dose it. It may not be happy where you have planted it
Leave the plant alone (don't cut it back, etc.) until spring. Then cut the remaining bare sticks so they are about 15 - 18 inches tall. For some reason, the new growth flowers when you do this.
It needs lots & lots of water as well as sun.
