Possibly not enough water. You can try 1 tbsp Epsom salt and 1 tbsp cane sugar to 1 gal water, once a month. Supposed to produce more flowers and fruit, so it may work for tomatoes.
sounds like a pollenation issue...no floweres no fruit. Tomatoes are self pollinating ...give the plant a good shake or take a soft artist brush and brush the middle of each flower.
You need to feed your plants with some potassium plant food., or bone meal.
You can also add coffee grounds to the soil, the acidity will be great fertilizer!
