I think you mean"tuck pointing" . Usually done with a piping bag
I found this link that explains the how to very well. I would check with the historical society about the sealant, just in case it is not allowed for a period home.

I know it as "pointing". Done right, you use a stiff wire brush and knock out loose mortar and clean the surface. Then trowel in fresh mortar and press it in well, re-forming the smooth outer surface. It is a slow, tedious process, but you only have to do it once or twice a century, if done right.
