How do I get rid of or groundhogs on my property?

Groundhogs have dug a few areas in my yard and have built their homes underground. They eat my flowers and several plants, plus the mud from the holes is messy. Without trapping and releasing them ( the laws are quite strict on that in this are), is there something I can use to deter them. I've tried jalapeño peppers, coffee grounds, chocolate laxatives and pepper flakes. So far nothing has helped. I've tried to fill in the holes, but they re-dig them.

    There are certain smells that groundhogs absolutely hate. One way of deterring groundhogs is by making sure these smell are present around the garden. Examples include: cayenne pepper, garlic, and castor oil. Try applying these scents around your garden to see if that keeps the rodents away. Groundhogs also hate the scent of predators so if you are a cat owner then you may want to apply cat litter around your garden as well.

    What about moth balls in their holes? I got rid of skunks digging under my house that way. They hate those things. Then after you have gotten rid of them put the mothballs around the perimeter of your property where you think they are coming in. It stinks, I know, but that was the only way I got rid of the skunks. Rain will melt them though, so you may have to re-apply them until you no longer need them.

    Brush your dog, cat and collect the hair and put it in you garden and perhaps in the hole and around it.

    Thanks to everyone for all the suggestions! Unfortunately I also have a problem with an excessive amount of feral cats, so I can't use anything that may pull them into my yard even more. They already leave any incredible amount of their excrements on my lawn! I'm not a pet owner.
