a good primer, like Kilz, is good. Definitely prime it or discolored markings will show
I just used paint with primer in it. Used flat paint because it is the most forgiving.
I would use a cleaner/degreaser. Then use a primer paint before a finish coat.
I'd fill all holes first with joint compound or spackle then lightly sand. For me, I wash the paneling with warm water and TSP, or vinegar and hot water. Prime with Kilz2, two thin coats with ample drying time between coats to ensure great coverage. Then paint your favorite color. If I may suggest: Valspar Oyster Pearl. It's a wonderful light neutral color that will complement any color and style of furniture you may have. Best of luck & don't work too hard. !!!
Make sure they are clean and dry. If the paneling has grooves you can fill them in with drywall patching compound. Let it dry overnight. Next day use a damp sponge and go over the patch to smooth them out. Then prime with a good stain blocking primer like Zinsser 123 or BIN. Then paint with your color like painting walls.

Clean really well and then prime and paint. If the paneling has a wood grain pattern to it, don't fill in the cracks, just paint over it. The wood grain looks great when painted
