I have a small Hill in my back yard, need direction😀

The most economical way to get a good stand of grass is to level and roughen up your soil, then plant with a good grade of grass seed. A broad-leaf grass will be sturdier and grow faster. Be sure and give it a good soak every day until the new grass is at least 1" high.
Think BIG, spacious curved areas. I'd rake the yard first to rid debris and level the area. If you have hand sized stones or larger create a decorative bordered area for mulch with several colorful potted plants, maybe a birdbath, or an old chair painted your favorite color! The big stores will sometimes sell 5 bags of mulch for $10 that will fill in those large areas and bring additional color. As you progress, you can plant shrubs when the budget allows. Have fun. Hang a home made bird feeder and enjoy your new welcomed friends.

Best time to buy gardening stuff, furniture and tools is in the fall, they are usually marked down significantly. I also pick up odd items at Goodwill and the Human Society thrift stores.
If you have friends that have plants you like, ask if you can take clippings.
The Dollar Tree has lots of seeds, bulbs, hand tools, sprayers, containers, whirlygigs, pink flamincos, etc.
Create a compost pile for grass clippings, twigs, leaves, uncooked veggie leftovers to use to enrich your soil and garden beds.
If you need a mower, check with a local repair shop, many times they have used refurbished ones for sale, and Goodwill also sells a lot of them in my town.
