Hello Mary; I honestly did try this once, as I had an Artistic vision.
In all honesty, I would not attempt to do this, as when I did the velvet became a lump, and did not look good at all.
If there is any way to update the chair without painting the velvet, I would do it!!!
Perhaps, you could use a throw or a quilt over the chair??
