I wash my walls - constantly. Next time you paint your house, purchase the best paint you can and make sure it says washable. I just use a damp rag with a squirt of dawn dish soap and follow with a clean water. One wall in particular, I painted a semi gloss just to make it easier to wash. If you are scrubbing your walls and it is starting to look dingy, you have already probably scrubbed the paint off.
I think dog slobber has some kind of SuperGlue in it!! I would try GooGone and see of that works.
you might have to scrub let dry and paint over it.
I agree with Cindy, try Googone! If that doesn't work, get a product called "Totally Awesome". You can find it at the dollar tree or probably Walmart. Just make sure you dilute it with water according to directions.

Have you tried Magic Eraser? Those things are really great at removing stains.
Lol... The dog slobber must be related to the same gunk my girls get all over my sliders. I think it must be due to an enzyme in their mucus or saliva. I use a combination of equal parts of blue Dawn, alcohol, ammonia and water. I also use this same solution on the wall against which they lie in the kitchen. I spray and scrub with a plastic scrubbee followed by a soft cloth rinse. Everything still looks good.
