cut back to encourage new blooms
What is your idea of "cutting back?" Just deadheading them will encourage continued blooms throughout the season. Some say this is not necessary, but I have found that doing so works well and keeps them in check. The whole point of these plants is disease resistance and low maintenance and to fill a good amount of space.

I usually cut mine back between January and February and I don't cut them back anymore but I do pick off the dead blooms
I always cut mine back to about 12-16" in late Feb/early March. Then you have all fresh new stems/foliage. I have to cut mine back again about the first of July by 18" because they get so tall one of them covers the front porch railing. It always comes back beautifully. Don't trim after Aug 15 or so. Let rose hips/etc die back naturally until next March.
I cut them back hard in early spring to keep them from getting too big and encourage new stems. Cut back soft every 2 months
