You can transplant at anytime other than freezing weather. Make sure you keep it watered until established. The seeds fall from the plant and multiply to make more plants which can then be divided.
Yes and yes. Cone flowers are pretty hardy and will stand up to a lot. The best time to divide is in the spring.
