Use a systemic insect killer by Bayer for the roses ,it is a three in one insect,fungus and fertilizer. If you wish not to use chemicals spray them down with horticultural oil on a regular basis.
Neem oil.
Aphids can be knocked off by spraying them with a strong spray from a hose. As far as the beetles I pick them off the plants and drop them in a bucket of soapy water to kill them.

Look up Companion Plants and find out what plants you can grow to repel garden pests. Plant them next to what you want to grow.
This really works and I've been using it for many years.
For example:
You have tomatoes planted and they are being attacked by bugs, simply plant a companion plant like Marigolds or Basil next to it.
Order some ladybugs. They will eat the aphids.
