If you are going for a wood finish, be prepared for the wood to come. I've found paint grade type wood under layers of old paint on some old pieces of furniture. Milk paint was the worst to remove, because it soaks into the wood. You can sand until forever and if it's in the wood grain. The newer eco strippers like citristrip are great, but, I had to use a liquid stripper that you had to be much more careful with on some of the old paints. Check in the aisle where you bought your stripper and see if they have something stronger. Be sure to follow all the directions as this is much more toxic. If you want to paint it (white for example), use a good sealer first to keep the black from bleeding through.
You have to use a stripper that says it removes stain and use steel wool 00 to get it out of the pores, . After you do that, then use wood bleach if its still stained,

it will be next to impossible to get that down to the original wood. Black is the worst color to try to remove. Could you look into turning your table into a great shabby chic model. Usually you see shabby chic furniture painted white, but why not look into using one of the wood techniques that are so popular now.
