They are as safe as any electrical heater. The question of worth it is difficult to answer. Ice dams usually form due to heat loss into the attic space. there are some situations where it has nothing to do with the insulation in the house. Eliminating ice dams is very important so if you need the heater they are worth it
I have heard people say that they worked really well at keeping the ice dams from forming if you have that problem.

Yes they are definitely with the cost. In the past the snow and ice ruined my walls from the snow and ice accumulation.
Have them on my roof in no. Wisconsin a-ok . They even have ones w/ thermostats. You'll be happy come Spring
Its worth the money to protect a water damn especially when the weather gets messy
