You can fill a spray bottle with white vinegar, and spray it.
If you want to replace it with something, then the vinegar should do it. You can also add 1/4 cup salt to the 32 oz. vinegar if necessary. If you want to clear for the season or at least a year I'd use my old standbys at Home Depot, Brush B Gone or Ground Clear.
After you pull and cut away the ivy, pour vinegar on the roots of the plant. Or dig up the root and salt them.

Or you can get a pygmy goat, they eat poison oak like candy too!
