Round up? Might kill the weeds and allow you to put in bark and a sand box with a lid Where the weeds are now. Just requires a little manual labor.
Apply a weed killer in the area of your choice and then lay landscape fabri c down and cover with mulch. Our lowes usually puts the mulch on sale they 5 for $10. If the landscape fabric is too expensive you can use those those black garbage bags. Then you can ring the area with some dollar store planters with inexpensive plants
If you don't want to use chemicals , you can always spray with vinegar .
Check with the owner or management company, who ever handles the property. Perhaps if you will put in the labor, they will pay for whatever is needed to improve the area. If not, as above, kill the weeds, cover the soil and put in mulch so you can walk around. I would use planters to add some color and you would also be able to take them with you if you move to somewhere else.
Vinegar+ boiling water is a great solution!
