You could use straw, or hay. I would never again use stones they move and the weeks start regrowing quickly. Use Preen around the flowers if not else meets your tastes

Some alternatives are to use straw/hay, clippings of grass or leaves, rubber mulch, or pebbles
Cut grass, shredded leaves, they both work well and are free. They also add nutrients to the soil.

Any type of fill around flowers has its pros and cons. You can use small rocks but then the weeds will be an issue.
I have access to old newspaper...don't use the colored slick ads pages, shred or lay flat...lots!!! of layers...straw/haw can introduce weeg/grass seeds!
You don't have to use anything. The previous suggestions are all free forms of mulch but if you don't want to use mulch but want to top dress your beds then use compost.
