You can improve the soil any time you like. There are hundreds of ways to improve soil. All depends on what you have to start with, your climate, lighting in the area. Maybe a consult with a local nursery or landscaper could provide you with specific information on what your yards needs for successful gardening.
Get your soil tested and go by those recommendations. Google 'soil testing' and that sould point you in the right direction. Good luck.
First, have a soil test done be your local Agricultural Agency... You have to know what it needs before you can provide the right nutrients. This site is very helpful. htpps://ask.extension.org
Call your local County Extension Office (easily Googled) and arrange to have your soil tested, Dee. They'll be best able to advise you on soil amendments for your area.
