The whole question was "How can I mount a circular mirror above the light in my living room to make the room brighter?" but I used too many letters! LOL
You can purchase mirror clips at the hardware store. Four of them should hold even a large mirror. If you don't feel safe with four use 6, but I have a round glass painting in my bathroom that is held up by 4.
if you want for it to go around the light fixture you will need a glass cutter. Take the fixture down. Measure the opening for the fixture. Cut the opending, cut the circle and hang the mirro. Then put the light fixture back up
mirror clips will work. Just make sure you have enough to securly due to gravity pulling it down.
You would have to order one with a circle cutout in the center wide enough accomodate the fixture. https://www.dullesglassandmirror.com/glass-table-tops try this mail order co. I've used and see if they can do it.
You could use a chandelier medallion, and I see one of this page made from small octagonal pieces https://www.google.com/search?q=mirrored+ceiling+medallions&client=opera&hs=2C6&tbm=isch&tbo=u&source=univ&sa=X&ved=0ahUKEwj47PW-spnVAhVBTWMKHc4MAloQ7AkISg&biw=1366&bih=629

You could also buy a standard ceiling plastic medallion at Lowes, and then either paint it with Rustoleum mirror paint, or use silver/aluminum leaf for a textured antique finish.
You could also do a ceiling stencil with aluminum paint for a silver look... https://www.pinterest.com/pin/144185625542607809/
