Wash it really well, if paste remains on the wall and you paint, the paint will crackle.
I usually sand off any rough areas, or if its really damaged, skim coat with joint compound, then prime and paint. Run you hand over it, shine a spot light on it to see if its too rough.

I like to use TSP in a good wash before I paint, this ensures there is no glue left. patch and sand any small holes. A good "high hide" primer will hide small blemishes. Then paint away. Good luck.
