Boy, I wouldn't. No matter how hard to remove, I'd remove the wallpaper, as you can always tell it's been painted over.
If you don't want to do that, You first have to make sure that the wallpaper is glued tight so it won't peal in the future. If there is any texture to the wallpaper, you can buy rolls of kraft paper and put that up like you do wallpaper to hide the texture. Then prime and paint. If there is no texture, prime and paint. But you will always see the wallpaper seams.
kim, you can but you need to make sure that it is really still stuck to the wall. You may need to put extra glue on all seams. Then use Kilz prep paint first. Then paint your color.
Textured wall paper with a paint dabbed over is great. Painting wallpaper is just a bad idea - unless you expect to move soon and leave the disaster to the next owner. It isn't that hard to remove the paper. And, you might find that leaving one wall papered will give the room a decorative panache.
I don't think I would paint over it......I would rather see you add some cheap pieces of plywood, different sizes and shapes...... stained and nailed up, right over it, a new LOOK......lumber.of your own choice. There are a lot of ways for a good appearance!!
I sure wouldn't and I've been stripping wall paper for people for 40 years.... this bubbles, cracks, seams peeling, weird textures and a future nightmare in trying to remove it that will take 10xs longer than if you do it now. I'd be tripling my price.
The professionals I have had in my house say to NEVER paint over wallpaper. It was done at our house before we moved in. I can pay a professional to remove the painted wallpaper but it will be pricey. If you can afford it pay someone to remove your wallpaper or just do it yourself. Hope that it was not put on with vinyl paste. If it is the roll kind that someone wet with water and then put up it is easy to remove. Get sponges, spiky roller, and do it yourself. Good luck. p.s. I adore wallpaper.
Well I painted over the paper in my daughter's bathroom and it turned out great. After taking down wallpaper in 3 other of my bathrooms that was adhered directly to the drywall, I couldn't muster up the time to do it again considering the pieces came off in sections smaller than a dollar bill and the drywall was still damaged in the process. So here's what I did. First, check every seam side, top, and bottom. If loose, tear it away to where it naturally wants to go. Then take joint compound and fill in the torn places as well as all the seams. Wait for it to dry then sand to get a smooth surface. My paper had a tiny, slight raised pattern and I sanded lightly over the entire space and this removed them nicely. I then primed with an oil based primer because a water based one has the potential to make the paper bubble. After it dries, assess the walls looking for any imperfections. They can be fixed by tearing them out and again filling in with joint compound and repriming the spot (but this didn't happen to me). Then paint the room as normal. You don't need to use oil paint (Even though the primer was oil based). It's been several years and no problems. Good luck!
I painted over the wallpaper in my small master bath. However, it is a vinyl type paper and very well installed at the time the house was built. It turned out very well. And, as it turned out, that wallpaper had been hiding a 6 inch hole in the wall that I never saw until the paint covered the pattern! It dips in slightly. 😕
But, the room looks so much better without that ugly pattern!
If you want to remove it easily,put a 1/4 cup blue Dawn in warm water in a dish pan or small bucket.Use an old hand towel or a large sponge to wet an arms length area.Wait a minute for the mixture to soak into the wall paper,then peel it off by hand.It will come off in big piecesDon't use a scaper as this will scar the wall.
If you decide to paint it,go to Lowes and buy Bullseye primer.You can pick a color card and have the color mixed in.Saves time and money.You can't mix color into Kilz.

my advice is Don't! Even if a professional does the painting, it will eventually show seams. It's worth the time & work to remove wp first

Don't do it. It never comes out the way you want.
