Of course. I think a few hanging down look interesting. If you don't want them to hang down, you can either weave the ends back into the trellis or cut them off. It depends upon the look you want to achieve.
It is definitely okay if they hang down. You can trim them if you want a cleaner look.
Just don't let them hang too far or physics will start working against you and the trellis will start to lean with the weight. You also don't want too much shade on the older sections of the plant.
Why not if it's pretty but at some point you will have to cut the vines back. Most plants that vine can be invasive and destructive if not kept in check!
Always keep your vines trimmed from the top.....they will come in thicker from the bottom and become nice privacy for you.
