Use a bit for cement/brick and drill pilot holes, then cement screws to hold it in place.
Our house is brick but we put ours on the wood trim coming from the roof and we got our kit from Lowes
This how I attached my flag bracket. Use a 1/4" masonry drill bit. Line up the bracket so the holes hit the mortar joint (can't drill into brick). Mark the holes. Drill into the mortar joint at the marks. Attach the bracket using Tapcon screws made for masonry. I tried to use anchors in the holes but they eventually loosened up from the flag waving.
