You can paint it as long as you prepare it properly. 1. Clean the tile to remove any dirt and scum. Wipe it down after cleaning. 2. Sand tile lightly withfine (180-229 grit) sand paper.
3. Remove the dust and wipe down the surface completely
Painting:
1. Latex Paint apply 2 coats of a bonding primer. Allow to dry completely
2. Epoxy paint. Apply two coats of 2 part epoxy paint that is made for tile. I.e., Rust-oleum Tub and tile. Best of luck.
Rustoleum and Homex make Tub and Tile epoxy paint kits sold at Lowes and Home Depot, and True Value.
You may save yourself work and money if you steam cleaned the tile.
