Make sure that is a comfortable height for everyone before you do this. Too low can give you back problems.
You can find almost any thing, even just stained square blocks to match the dresser to raise it to the standard counter height. Any drawers that are in the way of plumbing just need the face of the drawer attached with liquid nails . Have a granite or very good quality solid surface cut to the the shape of the top of your dresser. The installer can fit the sink to "drop in" or have one custom made with the sink built in. Avoid limestone or marble counter tops because they do stain! Good luck......it's always a lovely look to a bath!

How about adding large ball feet stained to match the dresser or painted a fun color. Home Depot and Lowes are good sources. Also place a vessel sink on top, that will add height. Apply couple coats of poly to protect the wood top for your vanity counter.
