The rust is probably coming through the paint layers. Try priming with a layer of KILZ and then repaint and poly.
Have you tried one of those plastic rod covers that you can put around a shower curtain rod. They also make rust resistance curtain rods.
I think I'd just use rustoleum spray paint no? If not? Guess a new plastic or stainless steel one is in order..:(
