make sure the concrete does not get damp and then you buy rolls of a subfloor plastic and lay that first and then put laminate over it. Some laminate comes with that subfloor layament already built in but you do have to put something over concrete first. I learned to. Us the most dense on. Costs more but very worth it
I would also seal your concrete floor before laying your laminate since concrete especially in a basement which is under ground level will sweat during the season changes from winter to spring and fall to winter. Putting any flooring down is expensive as well as a lot of work and you sure don't want your floor ruined. It's always better to be save rather then sorry! You can get a good concrete sealer like damtite (not sure about that spelling) at any of your stores like Home Depot, Menards or Lowes and just roll it on your clean and dry concrete. The guys can help you out in the store with any info you need about sealing a basement floor.
You will need to clean the concrete first, then use an underlayment. A floating laminated floor might be best.
