i would check with city county codes To see if you would be permitted to make one. Also if you have a home owners association....there may be certain styles to conform to,

now if none of the above apply.....locate your pit away from buildings, brush. Purchase a fire ring, dig down a bout 6 inches or so. Line with rock. Put ring in place. Have water or fire extinguisher with you when you use the pit. my parents were navy...navy friend settled a state away...by a lake. The fire area was not in a pit or ringed. We kiddies were playing frisbee and my rt ft landed on a hot coal. second degree burn. Ouch. No more swimming for me.

A shovel, pea gravel for leveling and backfill, cinderblocks, and elbow grease(or a dog that likes to dig)

A hole and some gravel, then sand and then surround it with a layer of the round patio/edge pavers. Then on the next round space them to allow for air flow..then more layers until it's the height you want. It's pretty, it contains the fire, it drains well and it makes nice ambient light when lit.
