If you don't have a tile backsplash but would like to have one you could paint the backsplash a solid color (like what color would your grout be IF you had the tiles you want) and when the paint is dry put thin painters tape over it in a pattern of squres like the type of tiles you would have. Then paint the squares the way you would want them to be (or like in the lin below) and carefully remove the painters tape. THERE are your tiles ;)

What specifically do you want to accomplish? Just a freshen up until you can do a full blown renovation?
Paint, new countertops, peel and stick floor
key word ..in expensive. Not cheap. Paint is always good, get creative with the patterns on the back splash.
Paint. Put open shelves over the sink to show off kitchenware or, if in front of a window, an herb garden or plants. Thrift shop ceiling light replacement. Not a reno, but for a change in décor: curtains, placemats, tablecloth, area rug, drawer and cabinet pulls. Have fun!
