What prep is needed for planting grass where trees were removed?

Just had 2 very large weeping birch removed from front yard. Stumps were ground. Holes were filled with the mulch from the stumps. Should i wait for a rainfall and mulch to sink then add soil? Then add grass seed? Anything along with it?

Apply several layers of top soil,starter fertilizer,grass seed for your location,and top with peat moss.
