I laid the material flat, made horizontal pleats to the depth I wanted, pinned in place then sewed vertically through the pleats using the sewing machine. After the pleats were sewn, i used bias binding on the outside of the lining to make a casing for the rod, then lined the blind.
Diane, Good Morning :) Here are a few videos that show how easy it can be to make faux roman shades. Enjoy, and thanks for using Hometalk for solutions.
This first one is a permanently raised faux roman shade and claims to be no sew, but you do use needle and thread to "tack" the folded fabirc into place at the sides (perhaps you sould use some sort of decorative snap into place gemstone instead to make it truly 'no sew' :

The following video is for faux roman shades that raise up and down using a standard vinyl blind as the base for the faux roman shade, along with hot glue, stitch witch:

The following video is more the authentic type of roman shade (and very pretty) and pretty much would stay long with a slight gather -- you'll see:

AND LAST BUT NOT LEAST: how to make a roman shade using shroud tape where the cord is hidden in a light fabric (but I don't suggest using the EZ Rig system because it is so complicated to put together. The second video is how to make the roman shade using the cord rings sewn to the back of the fabric (and also shows how to attach your shade to the wood from which it will hang from the window):

I love the shroud tape idea, because it will look so professional and finished, but I prefer the usual board and cords at the side through a cordlock, as shown in the 2nd video. GOOD LUCK AND THANKS FOR USING HOMETALK FOR INFROMATION :)
