use 100% Silicone caulking. It weathers well and won't crack and break like glue.
Silicone will only hold for a short time. The chemical composition of Silastic, which Silicone is made from, is dissimilar to concrete. One is acid base and the other is alkaline. They will eventually repel each other.
The best bonder, assuming that your concrete is clean, I think would be a Mastic, used to bond tile in showers. You want to consider a product that will stand the freeze and thaw of your climate
