Hemp twine comes in many weights and the heavier ones would like nice woven side to side , going under, back to the other side, under and repeat going fromtop to bottom, or bottom to top. If not the right color use a spray paint on it when done, or a fabric paint available at craft stores.

John have seen some wonderful chairs using wood slats for the seats and backs. Use a slightly shorter piece for each arm rest.
You could use old tights ( basket weave them in and out) Keep the top tidy and surplus underneath.
You could use wet suit fabric. It comes in colors and is resistant to the weather. You could use one large piece or strips and weave it. It is flexible and durable.
