mealy bugs?
It is most likely powdery mold. When watering, water in the mornings if possible and do not spray directly on the plants but near their base. There is a company called "Safers" that manufacturers a fungicidal soap, it is harmless to people, pets and the environment. I have used it myself with great success on powdery mold.
