It is most like powdery mildew. There is a manufacturer that goes by "safers" and they make a fungicidal soap that is environmental, pet, people safe. I have used it myself. Good luck,
You can get rid of powdery mildew by spraying it with a mixture of half milk and half water. You will need to spray it every couple of days until the mildew is gone, then once a week to prevent it from returning.
I used this on my lilacs and it worked great!
