Cori- although I have not done it myself, you can use acrylic paint markers. The paint is supposed to be permanent when dried. You would have to clean the tumbler with alcohol before trying to paint.
Use oil paint and wash it by hand.
If you have access to a stencil machine, you could cut out a cute design and put it on the outside of the glass. Then paint all the cutout areas in your favorite colors, but leave the stencil in place. Use a couple of coats of an oil-based sealer over all the paint and let it cure.

You can use etching spray. Tape off a design then spray it. Then remove the tape and you have an expensive look for an ordinary plastic tumbler.
Rather than using paint I recommend using an etching cream. It will leave a frosted look rather than a solid color but it is completely washable, even in the dishwasher. I etched 2 dozen wine glasses for my nephews for Christmas and they loved them.

I think you would need an enamel. The paints that are sold in hobby shops for painting models. Etching is a good idea but has no color and the cream doesn't work on plastic (it comes in a plastic bottle). You would need to use a sand spray to etch it.
