I've always used stripper when re-doing something stained. Then staining and using polyurethane. Use good products.
Strip it, sand it smooth and restain.
if you're going to paint it and the stain is still in pretty good shape you don't have to trip it. Just clean it really good, a light sanding and clean again. Paint. If you're going to restain it then it needs to be stripped especially if you're wanting a lighter stain
If it is stained wood, use Scott's liquid Gold. You may be happy with results and not have to do anything.
