Yes, but this will work best on exterior grade plywood and hopefully you live in a dry climate.
After you you apply the outdoor spackle, let it get very dry then prime it with a couple coats of exterior primer before painting. That will give a good seal, preserving the wood, keeping the sparkle secure and your paint will come out even.
