Had another thought - If you are talking about your Front Lawn then grow spiky plants like Berberis around it.

If you can, look for sign asking pet owners to keep off the grass. If there is a specific area the dogs tend to pee on, buy a cheap fence that is only a foot high. You can get these at any hardware store. Stick the fence in the ground, with the sign. Last... ask your local police to talk to the intruders if you know who they are. Stand outside in full view of the owners and start taking pictures with your Iphone or???? Also if the dog is a female there is a good chance that the urine will burn your grass. So if you see the dog squat and pee, try to get a pail of water to dilute the urine. Good luck!
