There is a product you mix ith water and spray on. One is called deer be gone. Find at lowes, home depot, menards.
My uncle lived on he edge of town and the only deterrent he could find was putting a wire fence around every tree he newly planted and also his roses and other flowers as well as garden. He tried everything else and nothing worked. he purchased the fencing from a place like Lowes, Menards, or Home depot. It can be bought by the foot. He used 5 ft tall fencing. Hope this helps
Hello Tina; There are several things that you can try and use so that Deer will leave your Knock Out roses alone!!!
These are known repellents that should be of help to you!!!!
Soap, (Irish Spring), Blood meal, and Mothballs are quite effective!!!!

Plant yarrow around it
If they are tea roses you can get dollar store mesh hampers. They have wire in them and flip open and stay open. Place one over each rose bush and attach to the ground. All other bug rose bushes need to have a deer proof fence. I know. I live with herds of deer.
Deer do not like sage, plant some of that with your roses.
