When we had that problem on my beloved peonies we found it was black mold/mildew doing it. After we removed some overgrowth of an unwanted weed it went away. We also picked off the black leaves. You might take a black leaf into your local nursery. (It pays to get to know a good nursery worker or owner)and ask their advice. Good luck! I loved my peonies like pets!

Hello Terikelleher13, Peonies are notorious for fungal issues. You should wait for a dry day to cut off the leaves and stems with black spots. Cutting them off when wet or damp may spread the fungus. This fall cut the plant down to near ground level. It should be OK for next spring. Hope this helps you.
