I'm not sure exactly what you found because there are almost 2,000,000 returns when you search Making IV Bottles Diy. However, a lot of people do use plastic bottles to water their plants. I've never seen them for making tea.

This is probably what is in the soil; with the tubes attached; that are hanging down from the "IV" water bottle. If may work if you are going out of town for a couple of days. It may not be enough water for the plant from the size of the water bottle - even liter bottles may not be enough water if the pot is large. If it is for plants in the ground; it will not work. I suspect it may work for very small plants in a green house:
