I would change out the tiles for something with a textured stone look, remove the carpet, then paint the surrounding walls and stair risers a light happy color, including the end wall of the rail, and then stain the steps in a nice dark tone after patching and sanding.
Add a larger, brighter, rug and a slimline console table to the left OR a slim storage bench to sit and remove shoes. Hang a large canvas of art above the console or across from the bench. If you have a budget, I would look into getting a modern light fixture to hang smack dab in the center of the landing.

I would remove the carpet and use wood, tile, or stone for the floor and stairs. I would remove the wall and banister on the stairs for a more open version such as wrought iron with a wood rail. The lighting could be changed out to something grand like a large chandelier up top and a smaller version for the bottom. I would also paint the area white using a satin finish to lighten the area up.
Pick things that match your style throughout the house so that it fits and you love it everytime you walk in!

Can you hang plants (real or fake) from the ceiling or the wall on the left in the picture.. The wall on the right doesn't show, but how about a large painting. I saw some in Lowe's this week that I would love to have. The largest ones were 69.95. Also perhaps a standing green plant at the bottom of the stairs. This is all without changing your floors which would be another option. We put an a stone pattern linoleum type floor in our back hall (which people use as our front door because it in front of our driveway and it just seems natural to use that door) We also put the stone pattern on the stairs for the flow. The colors we chose had grey, light blue, tan and ivory. We did have it put in professionally.

I would (tight budget wise)...
1. Take out the linoleum, and the carpet.
2. Replace both surfaces with the same finish (even if you have to paint both).
Make sure whatever you choose, that you
coordinate the banister (walls and rails)
There is also some nice wallpaper stair risers that will definately make a dull stairway come alive. You can also use paint able wallpaper tiles. Make sure to poly when done if you go this route.
I'm fixing my ugly stairway by stripping off the carpet, staining the treads, and stenciling a moroccan tile design on the risers
It would be nice to replace the wall with open railing either wood or black iron style, depending on you like, or glass for a contempary look. If staying with wood or iron railing I would paint the stairs white and add a runner for a warm welcoming feel and paint the walls a nice warm yellow like a Chestertown buff. If going glass panels I would paint walls white and stain stairs with a white rise and a black run. A larger light fixture and a lighter floor tile.

hardwood on the floor and stairs would look nice. I do like the idea of decorating the risers on the stairs. Many different possibilities, tile, wallpaper, stencils and painting. Is it possible to take down the wall next to the stairs and put in an open style banister? It would make the area not seem so closed in. Also a pretty light fixture heading downstairs.
