Not knowing your backyard set up it's hard to say but consider: putting dog on overhead run that won't allow her to reach the pool, a baby gate to keep dog from pool area, black coated fencing is the least noticeable permanent enclosure.
Are you able to use laddish and maybe plant vines around it, or is this a in ground pool?

I would think that the dog knows the pool is there just from scent. Has he or she fallen in it? Plus the fact they know how to swim. I would mostly likely feel the same way, But they are smart animals. Maybe he is going in because he needs to cool off.
Put a doggie life vest on your old dog whenever he's outside.

Use the same removable fencing they use for children/babies. Yes, it's noticeable but preferable to a drowned dog!
